LMDA and DENR sign on Lake Mainit BPP MOA

Surigao City – The Memorandum of Agreement (MOA) for the Lake Mainit Biodiversity Partnership Project (BPP) successfully signed by the DENR-Caraga and the Lake Mainit Development Alliance (LMDA) last September 5, 2012 at 9:00 in the morning held at Surigao Arts and Culture Center, Provincial Capitol Building, Surigao City.

Graced with the activity were Governor Sol F. Matugas, Provincial Administrator of Agusan del Norte Percianita G. Racho, Asec. Marlo D. Mendoza of DENR, Mayor Dominador G. Esma, Jr. of Alegria, Mayor Jenry E. Montante of Kitcharao, Mayor Leicester Fetalvero of Sison, RTD Mario L. Eludo of PAWCZMS-DENR Caraga, all PENROs of Caraga, the administrator teachers of Provincial School Board, and the LMDA staff.

RTD Eludo presented the brief rationale of the Partnerships for Biodiversity Conservation: Mainstreaming in Local Agricultural Landscapes or known as Biodiversity Partnership Project (BPP). He explained the current situation of the biodiversity in the Philippines particularly the Lake Mainit key biodiversity area in Caraga Region – one of eight pilot areas for the BPP.  He further elucidated the project source of fund from UNDP-Global Environmental Fund (GEF) with DENR as the lead-implementing partner in partnership with the NEDA, DA, DILG, DTI, NCIP, DOT, NCW, League of Provinces, Cities, and Municipalities, CI-Phils, Haribon Foundation, FFI, PEF, LMDA, and PBCFI. The general objectives in assisting Local Government Units (LGUs) in critical eco-regions of the Philippines to better incorporate the conservation and sustainable use of biodiversity resources in their development planning systems and economic growth strategies.

Governor Matugas in her speech urged every people of Caraga particularly Surigaonons to help her support the programs toward sustainable development. She proudly expressed that Caraga is one of the peaceful and beautiful region in the southern Philippines. In fact the province of Surigao del Norte, which is the surfing capital of the country alone has some tourist attraction to be proud and one of theme is the
Lake Mainit.

Asec. Mendoza, the DENR-Caraga Regional Executive Director encouraged all stakeholders to actively support in the project implementation not only during the inception of the project but also in its sustainability. He appreciated the warmth and aspirations of the people of Caraga and the provincial government Surigao del Norte under the administration of Governor Matugas, who at the same time the RDC Chairperson and the LMDA Chairperson too.

The highlight of the activity was the signing of the MOA with Asec. Mendoza and Gov. Matugas and concurred by the local chief executives who composed the LMDA Board of Trustees like Provincial Administrator Racho who represents Gov. Erlpe Amante of Agusan del Norte, Mayor Esma, Mayor Montante and Mayor Fetalvero who are present on the said occasion.

The Provincial Planning and Development Coordinator Arturo M. Cruje, the LMDA Director presented the message of commitment to support the project. Provincial Administor Racho of Agusan del Norte took the closing remarks expressing that the Province of Agusan del Norte under the leadership of Governor Amante will extend the needed support in the implementation of the BPP project.
