History of LMDA

The Lake Mainit Development Alliance (LMDA) was organized on March 1999, through a Memorandum of Agreement signed between and among the two provinces, eight Municipalities and selected national line agencies. The Alliance was recognized by the Regional Development Council (RDC) per RDC Resolution No. 11 series of 1999.

The presence of national policies and implementation of development programs and projects have played a vital role in the alliance building efforts. In early 1980’s, the Philippine Government created the National Council for Integrated Area Development (NACIAD). The NACIAD prepared a project proposal for the Lake Mainit Integrated Area Development Project (LMIADP). The abolition of NACIAD in 1986 created a vacuum for the LMIADP. The Provincial Government of the two provinces pursued the project proposal by the Council. In 1989, with the assistance of NEDA, a feasibility study is prepared and completed in 1991. To date, some of the project identified in the LMIADP, especially in infrastructure and agriculture component has been funded by the national government.

In 1996, the Local Government Support Program (LGSP), a project funded by the Canadian International Development Agency (CIDA) came in the newly created CARAGA Region. One of the key areas of LGSP was Effective Local Governance, of which the Integrated Area Development (IAD) was one of its sub areas. The IAD process provided guidelines in the formation and strengthening of several alliances in the region, including the Lake Mainit Development Alliance.

Governor Francisco “Lalo” Matugas was the first founding Chairperson of the Alliance. The Province of Surigao del Norte through its Provincial Planning and Development Office (PPDO) hosted the Program Management Office (PMO). Engr. Kaiser B. Recabo, Jr. who employed at the PPDO was assigned as the Project Director.

In year 2000, the Board of Trustees (BOT) chose the Municipality of Kitcharao to be the host of the PMO where the present operational office was found.

The Board of Trustees is the policy making body of the alliance. Initially, the BOT was composed of the Local Chief Executive (LCE’s) of the two provinces and eight municipalities, agency heads of the regional offices of the Bureau of Fisheries & Aquatic Resources (BFAR), Department of Agriculture (DA), Department of Environment & Natural Resources (DENR), Department of Tourism (DOT) and National Economic & Development Authority (NEDA). Later, in 2000, the Philippine Information Agency (PIA) became a member with the implementation of the Governance of Philippine Agenda 21 (GOPA 21). The GOPA 21 initiative strongly advocated for a multipartite development endeavor. The alliance’s membership was expanded to include the NGO’s, academe, business sector and farmers and fisherfolks. However, membership in the BOT was put on hold pending the formulation of guidelines and selection criteria.

With the energetic support of Governor Robert Lyndon S. Barbers, the Alliance became the implementor, partner and recipient of the Philippines-Australia Community Assistance Program (PACAP) through the Focal Community Assistance Scheme (FOCAS) since 2005.
